Tuna Transparency Initiative (TTI)
In collaboration with the rest of the European tuna sector, OPAGAC promoted the Tuna Transparency Initiative (TTI) as the best way to meet the challenge of improving transparent governance management of private fishing licenses with coastal countries. Basically the TTI consist in establishing a transparent system with a third country to ensure the legality of the licensing system, preventing corruption and ensuring compliance with the laws in the country granting the license. This initiative was welcomed within the LDAC which led to the signing in May 2014 of a “Memorandum of Understanding between LDAC and COMHAFAT” (representing the 22 coastal countries of West Africa, from Morocco to Namibia).
To reach these objectives concrete actions must be accomplished:
- Create a Regional Observer Program
- Legislative harmonization
- Acquisition of private protocols with payments to the Treasury
